Individual Initial Public Notice
Notification is hereby given to the public of the intent of the Federal Emergency Management
Agency (FEMA) to provide assistance to the Low Country Regional Water System in Hampton
County, SC, for construction and replacement of the electrical panel shed which provides power
to the Yemassee Wastewater Treatment Facility, which was damaged in the 2016 major disaster
declared as a result of widespread rain and extensive flooding.
Due to its location, this project is susceptible to future damages from flooding. Under the
President’s Executive Order 11988, Floodplain Management, FEMA is required to review the
restoration of these facilities for opportunities to relocate it out of the floodplain or to minimize
future damage from flooding. Public comment is invited on possible alternatives to these actions,
methods to protect this facility and on whether this facility should be restored at all.

Monday through Friday. Comments about this project and the application of the Floodplain
